Water charges plan was in the pipeline before return of Assembly
The measure would have been introduced by 2027 and raised over £300m a year, document shows
A Stormont department had been preparing for the introduction of water charges here by 2027 before the restoration of the Assembly in February, internal correspondence has shown.
The controversial issue has been in the spotlight over the last number of months after Secretary of State Chris Heaton-Harris wrote to departments last September ordering them to launch public consultations on revenue-raising measures.
